HRLAW project presented at the NEO seminar in Moldova

The Erasmus + National Office in Moldova organized on November 8, 2018 the international seminar “Erasmus + Program. Opportunities to develop and strengthen International Partnerships”.

The event provided work sessions dedicated to the development of International Credit Mobility and Capacity Building in Higher Education projects.

The event also included the exhibition of Erasmus + Capacity Building in Higher Education implemented in the Republic of Moldova.

Moldova State University and Alecu Russo Balti State University presented the project Human Rights Law for Universities of Ukraine and Moldova (HRLAW), 573861-EPP-1-2016-1-EE-EPPKA2-CBHE-JP at the exhibition of Erasmus + Capacity Building in Higher Education implemented in the Republic of Moldova.

The event was attended by the EU Delegation to Moldova, diplomatic missions from the Erasmus + Program Countries, Ministry of Education, Culture and Research, project coordinators, university professors.

Visit of KTH made by Ukrainian delegation

October 1-5, 2018, the delegation from Ukrainian universities (National Law University, Kharkiv and Khmelnitskiy National University) has made the visit to Royal Institute of Technology \ KTH, Sweden. The objective of the visit was the presentation of developed curriculum and discussion of the implementation process of Office of Student Ombudsman in Ukraine. 

KTH HR office and KTH student union has delivered presentations on the best practices of conflict resolution between the student body and academic staff in Sweden based on KTH experience.

Gutta-Club visits the Moldova State University

Natalia Kravciuk, Director of NGO Gutta-Club, Moldova has visited Moldova State University within the framework of Erasmus+ HRLAW project 19 October 2018.

She delivered the lecture on the experience of Gutta-Club in the area of ecology law protection and arranging PR campaigns aimed at different ecology challenges for the Black Sea region.

Second International Legal Forum in Kharkiv at National Law University

September 24-26, 2018 National Law University, Kharkiv hosted Second International Legal Forum in Kharkiv. The forum has a special HRLAW panel, where representatives from Moldovan universities and NGO has met their colleagues from Ukraine. Topics covering course development activities, implementation of Office of Student Ombudsman, Code of Academic Integrity and its local regulations were presented and discussed. The partners agreed next joint steps and schedule during local coordination meetings after the HRLAW panel.

LAWYER’S DAY CELEBRATED AT USARB

On September 9, Alecu Russo Balti State University (USARB) held a celebration dedicated to Lawyer’s Day. Representatives of the Moldovan Bar Association, the administrative staff of the Faculty of Law and Social Sciences and the academic staff of USARB received congratulatory messages from the President of the Moldovan Bar Association Emanoil PLOŞNIŢA, from the Dean of Balti-Nord Lawyers’ Bar Boris LICHII, and from the other lawyers of the northern part of the country as well.

Valentina Pritcan, Vice-rector for research and international relations and Vitalie Rusu, Dean of the Faculty of Law and Social Sciences, PhD., Assoc. Prof., presented the project “European Human Rights Law for Universities of Ukraine and Moldova (HRLAW)”, Reference number: 573861-EPP-1-2016-1-EE-EPPKA2-CBHE-JP. The attendees of the event expressed their interest in the Masters Program in Human Rights, their attention being also attracted by the information about the Student Ombudsman Office.

Four members of the USARB team who are responsible for the implementation of the project “European Human Rights Law for Universities of Ukraine and Moldova (HRLAW)”, Reference number: 573861-EPP-1-2016-1-EE-EPPKA2-CBHE-JP received honorary diplomas issued by the Moldovan Bar Association:

  • Ion Danoi, PhD, Vice-Dean of the Faculty of Law and Social Sciences, PhD., Assoc. Prof;

There are more than two thousand lawyers in the Republic of Moldova belonging to several regional Bars. The number of the Bars in the Republic of Moldova corresponds to the number of the existing Courts of Appeal, therefore there are four Bars located in Chisinau, Balti, Cahul and Comrat. All the members of these four Bars form the Moldovan Bar Association.

Бельцы Бориса Ликий, а также от других адвокатов северной части страны.

Участники мероприятия проявляли интерес к Магистерской программы в области прав человека, а также их привлекло информация о Бюро студенческого омбудсмена.

В Республике Молдова работают более двух тысяч адвокатов. Все адвокаты работают в региональных адвокатских бюро. Количество адвокатских бюро в Республике Молдова соответствует количеству апелляционных судов. Таким образом, четыре адвокатских бюро расположены в Кишиневе, Бельцах, Кагуле и Комрате. Все члены молдавских адвокатских бюро образуют Союз адвокатов Республики Молдова.

Open lecture on the legal principles of cybersecurity in National Aerospace University n. a. N. E. Zhukovsky “KhAI”, Kharkiv, Ukraine

On March 6, 2018, at the Department of Computer Systems, Networks and Cybersecurity of National Aerospace University n. a. N. E. Zhukovsky “Kharkiv Aviation Institute”, Ukraine an open lecture on the legal principles of cybersecurity with the participation of law lecturers from the Tallinn Technical University, Estonia.

The event was organized within the framework of the Erasmus + HRLAW project of the European Union. The lecture was attended by students and post-graduate students of theDepartment of Computer Systems, Networks and Cybersecurity (503) and students of the first year of the department of law (702).

The issues of the actual legal framework in the field of cyber security, adaptation of the European Union’s right to existing challenges in the field of information security, national regulations in the field of e-commerce, privacy protection, etc. were considered.

The Schools on Law and Law on Digital Technologies were held in Kharkiv, Ukraine

The School of Law on Digital Technologies were held at the Yaroslav Mudry National Law University.

The lecture part of the school was held from March 5 to 7, 2018 in Ukrainian and English. Topical issues of law in the digital age were discussed with lawyers and IT specialists, academics, teachers and practitioners from Tallinn (Estonia), Vilnius (Lithuania), Vancouver (Canada), Kiev, Kharkiv, Odessa.

The main topics of the spring school were:

  • artificial intelligence and the legal profession,
  • cybersecurity,
  • e-government,
  • digital human rights,
  • cryptocurrencies and blockchain,
  • open source data,
  • e-commerce and electronic evidence,
  • legal regulation and taxation in IT,
  • intellectual property protection,
  • jurisdictional determination and conflict of law,
  • online dispute resolution.

Tannel Kerikmae, Director of the School of Law at Tallinn University of Technology, made a presentation about Estonia’s experience in e-government and its legal support.

Preventive monitoring of HRLAW project by NEO Ukraine

In the context of the continuous monitoring of the Erasmus+ programme, the Education, Audiovisual and Culture Executive Agency (EACEA) has developed a comprehensive field monitoring policy.

Launch event of HRLAW in Ukraine during Kharkiv International Legal Forum

During the work of the Kharkiv International Legal Forum, a joint roundtable “The Policy of Academic Integrity: The Experience of EU and US Universities” was held, with the participation of the manager of USAID “New Justice” project Artem Shaipov. The first speaker was Prof. Thomas Rice (University of Washington and Lee, USA), who presented the codes of academic integrity, traditional American for universities, investigation procedures and closed hearings in the event of violations of domestic regulations and rules.

Erasmus+ HRLAW project was represented by Viktor Kordas, Lennart Ståhle and Lennart Johansson (Royal Institute of Technology); Tanel Kerikmäe, Kristi Jõemets (Tallinn University of Technology); Oleksandr Chastnyk, Inesa Shumilo, Volodymyr Stetshenko, Olena Uvarova (National Law University); Konstiantyn Danko, Andriy Sviashchuk (National Aerospace University “KhAI”).

The presentation of the draft model Code of Academic Integrity was made by representatives of the students’ self-government of the National Law University – Head of the StudentS Senate Anton Oliinyk, members of the Senate Daria Solareva and Daryna Osadcha.

The peculiarities of the American and European model of internal regulation of the rules of academic integrity and the control mechanisms for their observance were discussed, and approaches that are worthy of borrowing were identified.

Visit of NLU lecturer to KTH and Swedish Higher Education Authority

Oleksandr Komarov (National Law University) attended the conference “Human rights in higher education” (Conference about human rights; men’s violence against women and domestic violence; and violence towards children), which took place in Stockholm on September 19-20, 2017.

The conference was organized by Swedish Higher Education Authority (UKÄ) in collaboration with Karolinska institutet (KI). During the conference, a report, written by the UKÄ, in cooperation with researchers from Karolinska Institutet (KI) and representatives from the European Students’ Union (ESU), was presented. The report examined ways in which higher education institutions in Sweden work to ensure that students in medicine and social welfare develop knowledge and skills necessary for protecting human rights.

The report was produced within an international framework in a project for strategic partnership in higher education, funded by the EU through the Erasmus+ Programme. The project “Modernity, education and human rights” (MEHR) runs for three years and focuses on higher education about human rights within professional programmes.

Oleksandr Komarov also had a number of meetings with MEHR project team, who shared their valuable experience of running a project on human rights education. After returning to Ukraine, Oleksandr made a detailed presentation of his visit to NLU project team.
